William D. Lebo
William D. Lebo began his service to the City of Lebanon Police Department in 1982. He later served as Sergeant and was then promoted to Lieutenant, where he managed patrol platoons until his death on the line of duty in 2022. The William D. Lebo Memorial Foundation was set up a few months after his passing to promote the wellbeing of Lebanon and to honor Lebo’s persistence in his need to protect and care for all.
Our Purpose
The purpose of the Foundation is to: (a) support the growth of Lebanon County, Pennsylvania and the City of Lebanon, always with positive intent; (b) support Lebanon County First Responders and their children by providing annual scholarship opportunities for continuing education, including trade schools, vocational-technical opportunities, apprenticeships, and university; and (c) provide comprehensive leadership development programs to the Law Enforcement Community, with a 10-year goal of having a nationally recognized Law Enforcement Leadership Development Academy.
Our Impact
Ares, Lebanon Police Department’s Newest K-9 Officer
The Lt. William D. Lebo Memorial Foundation provided $18,000 for a new K9 officer. On March 12, Ares was sworn-in as the first new Lebanon Police Department K-9 officer after more than a year.

Scholarships
To keep Lt. Lebo’s memory alive and to continue serving the community he loved, The William D Lebo Memorial Foundation is opening applications for continuing education scholarships for First Responders and children of First Responders. See our Scholarship page for more information.

Support Programs for the Law Enforcement Community
Our foundation works with Lebanon County and their leadership development programs for local law enforcement officers, such as CIMS program in 2023.
Accompany Local First Responders & Organizations on Philanthropy and Giving
We volunteer and attend local events such as visiting the Lebanon Library with the Lebanon Police Department for the annual Reading Program, presented by Elks Lodge 631 and the Elks National Foundation.
